Shin Bum-chul began his professional football career in 1993, making his debut with Daewoo Royals, a club based in Busan. This team is now known as Busan IPark. Throughout his time in the K League, he was recognized for his strong performances. A significant individual achievement during his club playing career was his selection for the K-League Best XI in the 1997 K-League season.

Shin Bum-chul was a key member of the South Korea national football team during the 1990s, representing his country in several prominent international competitions.
He participated in the Football at the 1992 Summer Olympics held in Barcelona, Spain. He was part of the South Korea under-23 national team that competed in the main tournament, which was coached by Kim Sam-rak. Notable players alongside Shin Bum-chul in the 1992 Olympic squad included goalkeepers Kim Bong-soo and Lee Woon-jae, defenders Kang Chul, Lee Lim-saeng, and Shin Tae-yong, and midfielders Noh Jung-yoon and Seo Jung-won.
In 1993, he was involved in the Asian qualifiers for the 1994 FIFA World Cup, which was to be held in the United States. During these qualifiers, a critical situation arose when the expected starting goalkeeper, Cha Sang-gwang, suffered an ankle ligament injury during training on May 6, 1993. This injury prevented Cha Sang-gwang from playing, making Shin Bum-chul the primary choice for the team. He stepped up to play in all eight of the qualifying matches and remarkably conceded only a single goal throughout the campaign.
He also represented South Korea at the 1994 Asian Games in Hiroshima, Japan. The South Korean team finished fourth in the football tournament under the guidance of coach Anatoly Byshovets. Prominent teammates in the 1994 Asian Games squad included Cha Sang-gwang, Kang Chul, Choi Young-il, Yoo Sang-chul, Hwang Sun-hong, and Hong Myung-bo.
