2. Early Life and Junior Career
Ramil Guliyev was born on May 29, 1990, in Baku, Azerbaijan SSR. He began his athletic career representing his birth country, Azerbaijan, and quickly emerged as a promising junior sprinter. By the age of 19 in 2009, he had already demonstrated exceptional talent in the 200m, clocking 20.04 s (+0.1 m/s), which ranked him as the second fastest junior athlete in history, behind only Usain Bolt's 19.93 s. This time also set a European junior record.
During his junior career, Guliyev achieved notable success at various international competitions. In 2007, he won two gold medals at the European Youth Olympic Festival in Belgrade, securing victories in both the 100m (10.5 s with a strong wind of +2.3 m/s) and the 200m (20.98 s). He also claimed a silver medal in the 200m at the World Youth Championships in Ostrava, finishing in 20.72 s.
In 2008, Guliyev competed at the World Junior Championships in Bydgoszcz, where he placed fifth in the 200m with a time of 21 s. He also participated in the 2008 Summer Olympics in Beijing, reaching the quarter-finals of the 200m with a time of 20.66 s, which stood as an Azerbaijani national record and personal best at the time.

At the Summer Universiade in Belgrade, he secured a gold medal in the 200m, running 20.04 s (+0.1 m/s), which became a new Azerbaijani national record and personal best. Later that year, at the 2009 European Athletics Junior Championships in Novi Sad, he continued his success by winning a gold medal in the 200m with 20.33 s and a silver medal in the 100m, clocking 10.16 s. He also competed at the World Championships in Berlin, becoming the first Azerbaijani athlete to advance beyond the preliminary rounds and reach the 200m final, where he finished seventh with a time of 20.61 s. 3. Transition to Turkish Representation
Ramil Guliyev's transition to representing Turkey began in April 2011 when he acquired Turkish citizenship. However, the IAAF (now World Athletics) imposed a transfer delay, in accordance with its international rules, which prevented Guliyev from competing for any country other than Azerbaijan until April 2014.
Guliyev cited several reasons for his decision to switch allegiance. He emphasized the significant training opportunities and financial support he received in Turkey, which he deemed crucial for his athletic development. Additionally, he noted the strong cultural, linguistic, and societal similarities between Azerbaijan and Turkey, which facilitated his integration. Despite these reasons, the Azerbaijani athletic federation remained open to him potentially representing Azerbaijan again internationally.
Negotiations subsequently took place with the Azerbaijani Ministry of Youth and Sports. Ultimately, Guliyev reaffirmed his initial decision not to compete for Azerbaijan. Azerbaijan's Minister of Youth and Sports, Azad Rahimov, publicly commented on the matter, stating that Guliyev had put forward "unreasonable financial demands" for a young athlete. Rahimov also expressed skepticism regarding Guliyev's potential success if he were to represent Turkey at the 2012 Summer Olympics. Despite these discussions, Guliyev officially began competing for Turkey on April 4, 2013, following the expiration of the IAAF-imposed transfer delay.
3.1. Early Turkish Career (2013-2016)
Upon becoming eligible to represent Turkey, Ramil Guliyev immediately began to make an impact in international competitions. In 2013, he earned two silver medals at the Mediterranean Games in Mersin, Turkey, in both the 100m (10.23 s) and 200m (20.46 s). He also reached the semi-finals of the 200m at the Summer Universiade in Kazan, Russia, finishing eighth.

5. Coaching
Ramil Guliyev has been guided by several coaches throughout his athletic career. His first coach was Tofig Aliyev, who coached him until 2009. Following Aliyev, Guliyev was trained by his father, Eldar Guliyev, who served as his coach until his passing in June 2010 due to a heart attack. Since 2010, Oleg Mukhin has been Guliyev's coach.
