Chiba was born on August 26, 1977, in Hachinohe, Aomori Prefecture, Japan, and grew up in Tokyo. She has an older brother who is three years her senior. From a young age, Chiba began ballet training, initially with aspirations of joining the prestigious Takarazuka Revue. During her third year of middle school, she took the entrance exam for the Takarazuka Music School but was unsuccessful.
She later graduated from Tokyo Metropolitan Yoyogi High School. Her enrollment at this school involved transferring from a private girls' school during her second year of high school to accommodate her burgeoning entertainment activities. An anecdote from her time at the school, involving a girl on a school trip, was featured in the essay *Kuzukago no Naka no Shi-Toritsu Yoyogi Koukou no Aru Seishun* (Poetry in a Wastebasket-A Youth at Tokyo Metropolitan Yoyogi High School) by Yoshimasa Hoshino, who was the principal at the time.

In 1994, Chiba joined the Minami Aoyama Shōjo Kageki Dan (南青山少女歌劇団Minami Aoyama Shōjo Kageki DanJapanese, South Aoyama Female Opera Group), also known as Nanshō, as a 4th generation member. During her three years with the troupe, she took on several lead roles in stage performances, notably starring as Ichimoto in the musical 'Seika Monogatari'. In the autumn of 2003, Chiba formed the duo "tiaraway" with Yuuka Nanri, a junior from the Minami Aoyama Shōjo Kageki Dan. Their collaboration began with the song "Usual place" and they initially performed as 'Saeko Chiba & Yuuka Nanri' for *Memories Off 2nd*. The duo went on to release three singles and one album.
