His youth football development included attending Hwasu Elementary School and Unwon Middle School. He continued his academic and athletic pursuits at Gwacheon High School from 2005 to 2007. Following high school, he enrolled in Kwangwoon University, playing for the university's football team from 2008 to 2011 and graduating in 2012.

Oh Chang-hyun's club career began with his professional debut, subsequently playing for multiple clubs in Japan's J2 League and South Korea's K League.

Oh Chang-hyun started his professional career in 2012 after graduating from Kwangwoon University, joining Avispa Fukuoka in the J2 League in Japan. During his tenure with Avispa Fukuoka, he also had a loan spell. In 2013, he was loaned to V-Varen Nagasaki, another J2 League club, until August of that year. After his loan, he returned to Avispa Fukuoka and continued playing for them until 2014.
In 2015, Oh Chang-hyun transitioned to South Korean football, entering the K League Challenge 2015 draft. He was selected as a priority pick by the newly formed team, Seoul E-Land FC, and officially joined the club. Despite his move, he did not secure significant playing opportunities during his time with Seoul E-Land FC. Consequently, in 2016, he transferred to Daejeon Hana Citizen (then known as Daejeon Citizen), another club in the K League Challenge, where he continued his professional career.

Oh Chang-hyun represented South Korea at various youth and university levels during his career. In 2008, he was a member of the U-19 South Korea national team. The following year, in 2009, he played for the U-20 South Korea national team. In 2011, he was selected for the South Korea University Selection team that participated in the 8th Korea-Japan University Regular Match for the Denso Cup Soccer. He also represented the South Korea University Selection in the Ho Chi Minh City Cup International Tournament in 2011.
